Public Employment Services Division – Western Cape

The Department of Employment and Labour is recruiting 9 Client Service Officers to support the Public Employment Services (PES) programme across multiple Labour Centres. These roles focus on helping unemployed citizens access job opportunities through the ESSA system.


SALARY

  • R280 278 per annum (Level 5 equivalent government package)
    Includes standard public service benefits (pension, leave, etc.)

CONTRACT TYPE

  • Permanent government employment (subject to probation and public service regulations)

PURPOSE OF THE ROLE

To provide frontline employment services to the public by assisting unemployed individuals and employers through the ESSA (Employment Services of South Africa) system, ensuring accurate registration, job matching, and administrative support.


KEY RESPONSIBILITIES

1. Work-Seeker Registration (ESSA)

  • Register unemployed individuals on the ESSA database
  • Capture personal, educational, and employment information
  • Maintain accurate and updated client records

2. Job Opportunity Registration

  • Capture and upload job vacancies and training opportunities
  • Match suitable candidates to available opportunities
  • Support employer registration processes

3. Employment Counselling Referrals

  • Refer clients for career guidance and employment counselling
  • Assist job seekers with job readiness support

4. Administrative Duties

  • Data capturing and filing
  • Updating records and maintaining systems
  • Supporting Labour Centre operations

5. Outreach & Advocacy

  • Participate in awareness campaigns and public service initiatives
  • Promote employment services within communities


ESSA SYSTEM (IMPORTANT)

The Employment Services of South Africa (ESSA) system is a government database used to:

  • Register unemployed work-seekers
  • List available job opportunities
  • Match candidates with employers
  • Track employment service delivery

Client Service Officers are responsible for ensuring all information on ESSA is accurate and up to date.


MINIMUM REQUIREMENTS

  • Grade 12 / Matric / Senior Certificate
  • Computer literacy (MS Office and data capturing systems)
  • Strong communication skills (verbal and written)
  • Good interpersonal and customer service ability
  • Ability to work with the public professionally
  • Attention to detail and accuracy
  • Problem-solving ability
  • Telephone etiquette

Advantageous:

  • Experience in administration or customer service
  • Knowledge of labour laws or government systems
