The Road Accident Fund (RAF) is inviting suitably qualified and experienced Human Resources professionals to apply for the position of Senior Officer: HC Business Partner. This is a permanent position based in Johannesburg, Gauteng, within the Corporate Support Division.

Purpose of the Job

Reporting to the Manager: Human Capital Business Partner, the successful candidate will be responsible for delivering and coordinating a range of Human Capital functions aimed at supporting business objectives, maintaining sound employee relations and improving the overall employee experience.

Key Responsibilities

Human Capital Practices and Compliance

  • Support the consistent implementation of Human Capital strategies, plans, frameworks, policies and procedures.
  • Keep up to date with industry trends, Human Capital best practices and relevant labour legislation.
  • Monitor changes in Human Capital legislation and support compliance across the organisation.

Human Capital Administration

  • Coordinate the full recruitment cycle for the Fund.
  • Ensure employee termination and exit processes are completed accurately.
  • Ensure employee transfers and promotions are correctly captured on SAP.
  • Provide guidance and support on leave management.
  • Facilitate Human Capital activities during employee onboarding and offboarding.
  • Conduct investigations into personnel-related matters when required.
  • Provide guidance on conditions of service, pension fund and medical aid rules.

Employee Relations

  • Monitor the application of disciplinary and grievance procedures to promote consistency and compliance.
  • Assist with the resolution of labour-related matters and employee grievances.
  • Provide advice and guidance to employees and management on labour relations matters, including applicable legislation such as the LRA, BCEA and EEA.

Organisational Effectiveness

  • Support the implementation of organisational effectiveness initiatives.
  • Assist processing centres with organisational structures, job profiles and job evaluation activities.
  • Provide technical and administrative support for the performance management system.

Reporting

  • Coordinate and prepare required Human Capital reports for management.
  • Develop and maintain functional reporting systems for management, projects and performance monitoring.

Stakeholder Relations

  • Liaise with recruitment agencies and relevant stakeholders.
  • Respond to information requests and enquiries from internal and external stakeholders.
  • Act as a link between people management functions and business operations.

People Management

  • Promote positive and productive employee relations.
  • Provide ongoing operational Human Capital support and guidance to employees.

Minimum Qualifications

  • Bachelor’s Degree or Advanced Diploma in Human Resources Management, Industrial Psychology or a related qualification.

Experience

  • At least 4 years’ relevant experience in a Human Resource Management environment.
  • Experience at a supervisory level for at least 1 year will be advantageous.

Important Information

The RAF offers Total Employment Cost (TEC) packages, with no additional employer contributions. Successful candidates will be required to structure their remuneration packages according to their individual needs.
